of Desolation question

Hi, I'm coming back to the game after not playing since like b23. I remember back then, if I for example was wearing 5 pieces of "of Desolation" gear, each fireball would operate on its own cooldown. So the cooldown on fireball wasn't global, each piece of gear would have it's own. Is this still the case for this suffix, as well as others like it? (of Squalls, etc...)
