Broken Quest?

This has never happened to me before in my dozens of play throughs?

I chose Kymon's chosen but Brother Maltir may or may not have given me "go find the guy at sorrows bastion" I enter kymon's choosen fort and no one there has a ? above their head.

I'm playing on normal level 43 now, help fix this. I've restarted several times looking for brother maltir by the homestead bounty table but no where to be found?
