It's supposed to be far superior to Fire Strike and Cadence because it's single target focused? Since when? Cadence is the one that is single target focused.
Primal Strike has comparable DPS? What? Primal Strike wishes it had the same DPS as Savagery. It has become a running joke that Primal Strike is one of the worst skills in the game.
Savagery is completely fine in its current state. It's actually in its current state because it used to be far stronger, with Ultos builds being OP as hell.
I'm starting to notice your username is extremely misleading.
