Steam-New Installation-Old Chars deleted

Ok, i disable Cloud Saving for now.
Because uPnP doesn't work.
I still got no old Chars&Items . (doen't matter if they are losed in cloud)

I would start New without any old Chest items
It's Okay for now, but maybe if I want to replay after a new Computer setup.
Is there my Character for future?-If i disable Cloud Saving for now?
