Cannot create new character: Yet another post about the same issue

I have tried all of the above. Still, I cannot create characters.

No characters visible.

Creating a character does nothing - There is a slight FPS loss in the main menu for half a second, that's it.

Folder permissions are set. All users have read/write access.

Steam Cloud is off.

I am on the most recent version of the game.
