how does forcewave work?

I have rank 17 force wave, im using the modifier that removes the cooldown and stun and reduces the damage

the skill itself says it deals 208% weapon damage, the modifier says -75% weapon damage. does that mean the skill now does 133% wpn dmg or 52% wpn dmg?
