Nemesis farming on normal - is the loot a bug or a feature?

Hey guys,

since I wanted some low level blue-item blueprints for my second character, I killed the undead nemesis on normal. I found him in the Arcovian Undercity (level cap is at about 35, I think).
As i opened the lootbox, a blueprint for a lvl 58 (?) legendary item dropped, which made me kind of unconftable.

Now my question is, if this is a wanted feature to make nemesis farming extra easy for early late-game players or if this is an unknown bug?

Anyway, I would prefer, if the Nemesis' on normal would be dropping low-level blueprints, since there are hard (impossible?^^ ) to get in the later stages of the game.
