Olexra's Flash Freeze and Bosses

I've been playing my Warlock for awhile now and I run Olexra's and Callindor's to clear large mobs. I've noticed that bosses completely ignore Olexra's damage. I get that you can't freeze most bosses because that have crazy amounts of stun/freeze reduction but they even ignore all damage dealt by Olexra's. Since even the damage it deals doesn't seem to affect bosses, any star binded to it will never proc on bosses. I find that really annoying since that makes one constellation skill I have unable to proc in any boss fight.

So here is my question, was Olexra's meant to have no affect at all on bosses?
