Same Bounties in same playthrough?

To clarify, is it possible to do the same named enemy bounties in the same playthrough or will they not respawn again after the first quest?

For example, I have igor the brawler quest from a previous play, jumped into a new one and still had the same bounty, find Igor and kill him. The next bounty I pick up from Devil's Crossing is.... You guessed it, Igor again,

I know that they spawn once you pick the quest up but does he respawn? Or am I just wasting my time running around the dungeon looking for him? Also this mechanism applies to any named quest right?
