Armor Piercing and +% Pierce Damage (Dual Blade Skill)

I've been searching endless for a straight answer on this and I'm still not sure so I figured I'd ask...

If have a skill like Dual Blade that gives +% Pierce Damage, and a weapon with % Armor Piercing, does the buff occur after the Armor Piercing conversion?

Example:
Skill +10% Pierce Damage
Weapon 100 Base 30% Armor Piercing

No Buff
70 Physical, 30 Piercing

With Buff?
