[Expansion Question] How Spellsurge Bulwark + Devisation works

So I was looking through the new legendaries coming with the expansion and stumbled upon the Spellscourge set. The shield is confusing ym slightly though.

So it affects devastation and the 4 set bonus of the set also affects devastation. But devastation requires a caster off-hand to be used. Does this mean the shield counts as a caster off-hand? If so does that mean you can use it with caster off-hand devotions? Or does it simply just allow you to use the skill, despite being a shield and we're all going to pretend for a second the caster off-hand limitation doesn't count for devastation?
