Arcanist - Wrath of Aggrivix change?

Hello!

I was thinking about builds and was wanting to make a melee build where I could run in and cook things with Callidors Tempest, and then smash heroes with a 2h attack. This led me to the idea of changing the skill transmute "wrath of agrivix". I thought it would be cool if it changed the skill to:

Your tempest can be freely cast without an action turn, but requires a shield or 2h melee weapon. 50% of X dmg is converted to lightning.

I thought this would make for an interesting change to a druid or battle mage. Having this require the shield or 2h weapon stops you from equipping devastation so that the balance should be pretty well preserved.
