Random notes stopped dropping?

I keep killing enemies to reach bookcases with my new char, trying to collect all random notes, before i progress. I hit 31 level and am still act 1 (normal). Problem is, no more notes drop, like, ever. I do many runs of both warden's living quarters/lab and the big cultists' area (underground), but nothing ever drops from destroyed bookcases, other than materials for combining and potions.

Do the notes have level requirement to drop and past a certain character level, they don't anymore? I am lacking only three, ever since a long time now (i think last time i got a note dropped was at level 25-26)...
