Pestilence of Dreeg bug?

Regarding the patch notes changes to Plague of Rust, which was hard to check out because the skill does not appear on the Pestilence of Dreeg Amulet.

Looking at Dammit's Grimtools site it appears that the amulet can roll one of 7 granted skills, but it doesn't seem to roll any, and none are available to keybind when equipped.
