New Question - change a skill

Hello! I'm very much a newb when it comes to mods. How hard would it be for me to make a mod that changed the "wrath of agrivix" transmute that is on the arcanist skill tree?

I'd like to change it to:

Your tempest no longer requires an action turn, but requires a 2h melee weapon or shield.
